Background

     Mr. Cullifer was trained as a Korean linguist at the US Defense Language Institute in the Korean Aural Comprehension Course, then served in the US Army in Kyonggi Province, Korea. He graduated with an Associate of Arts degree in Journalism from Moberly Area Community College, a Bachelor of Arts degree majoring in economics from the University of Missouri - Columbia and is an alumni of the American Graduate School of International Management of Thunderbird University in Arizona.

     Mr. Cullifer has worked for over fifteen years as a freelance consultant mainly in North Asia, drawing upon a wide network of associates on an ad hoc basis, for corporations and multi-lateral organisations. He is a member of the Association of Certified Fraud Examiners. He is fluent in spoken and written Korean, speaks intermediate level Japanese and basic Mandarin Chinese. His unique combination of experience includes: 

  • He has worked as the North East Asia Correspondent for the Economist Intelligence Unit (EIU). In that capacity he wrote reports for the EIU's Asian Business monthly advisory magazine for MNC’s on Korea and China related to;- foreign investment in ROK/DPRK/PRC, political risk, contingency planning, corporate security, advertising, corporate restructuring, operational costs and economic/market trends.. In 1994 he wrote an internal report for the EIU on ‘Pathfinders into North Korea” which was widely used. He also wrote in 1996 for the EIU a 48 page booklet on “Investment and Trade in South Korea”, a detailed guide for first time businessmen entering the Korean market.
  • For two years he was a consultant to a Korean bank producing daily analytical economic reports for the bank’s president, in addition to writing the bank’s annual reports & public relations articles. 
  • For several years he successfully marketed Korean consumer goods and specialised products to export clients in the US, Canada, Australia and New Zealand. 
  • He has given expert witness testimony in the State of California that proved libel against a major Korean newspaper; resulting in a front page retraction & a quarter million dollar settlement to the US plaintiff.
